PRC doesn't render per scanline, there's no such thing in the PM... in fact the CPU is completely halted until the whole screen rendering is completed, that's why the bigger the PRC framerate the least CPU you'll have available. You need to provide more information, what GPU card are you using?
some VGA graphics adapter like SIS, one of the rad 3DFX Voodoo series or the fancy NVidia RIVA series?
Needless to say that PokeMini doesn't support 3DFx Glide acceleration.

I have one, played very few times with it and still have the box, manuals, etc... all in mint condition just like the link posted by pikpol.

On hardware the IR is pretty much a 1-bit on/off switch... the protocol is all done in software at real-time... that's very unpractical for netplay, not even the most popular GBC emulators support IR communication! Also so far didn't heard anyone bothered to reverse-engineer it from the games or any...
