There's no PM button, and when I go to private messages in the user control panel it gives me the message:
Do I need 10 posts or something before I can send pm's?We are sorry, but you are not authorised to use this feature. You may have just registered here and may need to participate more to be able to use this feature.

Oops. "New members are within the Newly Registered Users group until they reach this number of posts (3). That's weird... I now have more than 3 posts, but it still gives me the same message.

Can you try again? I now tried another approached and gave "Newly Registered Users" the same rights as "Registered Users".

Yeah, it works now. I see the PM button to the right
